摘要：Lenin＇s Thoughts on Proletarian Democracy-Duilding ana Its Implications

Is Lenin a great Marxist or a totalitarian？ This is a controversial issue. Based on historical facts, this paper puts forward that the important value proposition of Lenin＇s theory and practice is to safeguard the people＇s democratic rights and realize the political ideal of the people management system. In the process of promoting the construction of proletarian democracy, Lenin correctly elaborated the relationships between democracy and socialism, democracy and centralized system, democracy and dictatorship, democracy and the socialist legal system, and put forward some important ideas, which have left us with an important revelation and proved that Lenin is essentially a democratic leader rather than a totalitarian one.
